Zodadelijk (12:05, net 2) bij Buitenhof de man die de Britten het fiasco van de euro bespaarde. Wie is
Lord Rodney, Baron Leach of Fairford eigenlijk? Een Britse conservatief, lid van het Hogerhuis en voormalig topman van de grote Britse (her-)verzekeraar
Jardine Lloyd Thompson Plc. Ook is Leach de man achter de bekende
Business for Sterling campagne, een initiatief van een
grote groep Britse zakenlieden, die zich destijds met succes tegen de invoering van de euro voor Groot-Brittannië keerden. Hiernaast is Leach voorzitter van de denktank
Open Europe, met vestigingen in Londen en Brussel, voorzitter van
NO2AV, die tegen een wijziging van het Britse kiesstelsel is, en een notoir
criticus van de Klimaatleugen. Een echte conservatief dus.
Toch is Leach niet tegen een Brits vertrek uit de EU, maar wil deze ingrijpend veranderen: van een technocratisch instituut tot een echte vrijhandelsorganisatie. Wel is Leach mordicus tegen de eenheidsmunt, de euro. Volgens de Business for Sterling Group is de euro schadelijk voor de economie van Groot-Brittannië en in het bijzonder voor het middenbedrijf, de motor van die economie. Een citaat uit een artikel uit 1998:
"Supporters of the euro said the majority of business in the CBI supported the Government's approach to the euro, but the Euro-sceptics claimed the backing of the Institute of Directors and the Federation of Small Businesses. Lord Marsh, a former transport minister, and chairman of British Rail, said the campaign would have headquarters in London with a full-time manager and a fighting fund of pounds 1 million, although more could be spent on the campaign. Their aim is to counter the drive to entry into the euro, and to pave the way for a "no" vote in a referendum after the next general election."
En dat is ze gelukt: de Britten besloten om niet mee te doen aan de euro. De economisch adviseur van wijlen Margareth Thatcher, Sir Michael Butler, gaf overigens dezelfde waarschuwing en daardoor zitten de Britten -gelukkig voor hen- nu niet opgesloten in de euro-gevangenis.
Vorig jaar mei schreef Leach nog
een lang opiniestuk in The Times, waarin hij pleitte voor een drastische hervorming van de Europese Unie. Een quote:
"I disagree, however, with Nigel Lawson and others who have given up on reform and want us to head for the exit. Procedurally, withdrawal would be a nightmare. The famous Article 50 in the EU Treaty would give us two years to negotiate, during which time EU laws would still apply to the UK, without us having any effective say, as we would be sidelined in the EU institutions. That alone should make us pause before pushing the eject button."
Leach kiest dus een andere weg dan een onmiddellijk vertrek door Groot-Brittannië uit de EU en kiest de weg van de geleidelijkheid en hervorming. Of die weg succesvol is waag ik persoonlijk te betwijfelen, maar als de Britten er inderdaad in slagen om de koers van de Brusselse mammoettanker te verleggen, dan kan dat ook voor ons land een flinke opsteker betekenen. Leach argumenteert dat het verstandiger is om de Unie van binnenuit te hervormen, omdat er nog geen goed uitgewerkt alternatief voorligt:
"The majority of the public, the political class and business, as shown by multiple polls, are sceptical about the EU but rather than leaving it they want a new deal to reduce its power over their lives. With good reason, for there are two jokers in the pack. First, none of the recent outers has set out a credible alternative. It is easy to say Europe needs us more than we need it or that if Asians and Americans can trade happily with the EU from outside it, so can we."
Bovendien, zo gaat Leach verder, is een Brits vertrek uit de Unie ook voor Duitsland nadelig:
"But it is the second joker in the pack, Germany, that is far more important. Angela Merkel is a cautious leader and doesnt shoot from the hip. She knows that without radical reform the risk of Britain leaving is huge. She also knows what the consequences would be, as do the Netherlands and Sweden. The EU would lose half its military capacity, nearly 15 per cent of its budgetary contributions, its financial powerhouse, its principal channel to the Anglophone world and its main opponent of protectionism. Berlin would be in a voting minority against the French-led, high spending, uncompetitive Club Med countries."
Met andere woorden: ook om tactische redenen moet Groot-Brittannië aanblijven, anders wordt de positie van Duitsland te zwak. Daar zit wat in natuurlijk, mits... Mits die hervormingen ook echt zoden aan de dijk zetten en we echt teruggaan naar een EU, die uitsluitend gericht is op het versterken van de gezamenlijke Interne Markt. Als onze minister-president Rutte verstandig is, dan steunt hij dit initiatief en stemt dit naadloos af met Cameron en Merkel. Als dit de uitkomst wordt van nieuwe onderhandelingen, dan zou het zelfs zomaar kunnen dat ook Noorwegen en Zwitserland zich aansluiten.
Het Nederlands belang zou op die manier ook veel beter worden gediend dan in de uitzichtloze 'transferunie', die de eurozone thans dreigt te worden. Nederland heeft mensen nodig als Leach, niet alleen op regeringsniveau, maar ook in organisaties als het VNO-NCW. Niet het blind volgen van Berlijn, maar met werkbare alternatieven komen om tot een beter functionerende Interne Markt te komen.
