Zet Cameron een referendumval klaar voor kiezers?

MPs are preparing to debate a Conservative private members’ bill seeking a referendum on EU membership by 2017.

The Telegraph today revealed a House of Commons Library analysis of the bill which shows that it would not be legally binding and another parliamentary vote would be required for a referendum. The analysis concludes that it “would not appear possible to hold the referendum” without the further agreement of both Houses of Parliament after the next election to set the date and terms of a future vote.
