European countries are considering scaling back aid to Egypt as part of what top officials on Sunday called an urgent review of ties in the wake of last week's violent crackdown on antigovernment protesters.

Senior officials from the 28 European Union member states were set to meet Monday to discuss their next steps, which EU officials said would include reviewing diplomatic ties as well as aid.
